Surging problem

I've developed a surging problem that feels fuel related. I know what cavitation related surging feels like and this isn't it. It feels as if its fuel starvation. I scanned the ECM and I'm getting code P0629 (fuel sensor disconnect). According to the manual this code sounds like its just related to the fuel sensor so I'm wondering if the code is actually related to the surging. Could this be water in the fuel?

How did you scan the ECM? When I press Set 5x I get no codes. I've tried new plugs and cleaning the iac motor tip with no success. When I get back to it, I plan to check for a vacuum leak and test the strength of each coil.
