I meant to say they are stif and it's hard to turn

Chances are your steering cable is shot. First detach it form the nozzle and see if the nozzle turns freely then if it does unhook it from the handlebar mechanism and if that turns freely push and pull the cable and it will probably be stiff.

Replace the cable if it is stiff because it is extremely dangerous when they break which they will when they get stiff.
