My 97xp 787 had a lose hose and took on a ton of water. I believe the carbs have condensation or got wet causing it to bog. Where exactly should I spray the WD40 and do I need to be running the ski on a hose?

After this, will I need to change my spark plugs?

You need to pull the plugs and blow all the water out FIRST. Then get it running and run it hard on the water. Then fog the hell out of it. How long has it been?

no, all i have done is drained all the water and let everything dry out, connect the hoses, and now working on the carbs

So you aren't quite sure if the engine took on water? If it did I am pretty sure it is too late because water has to be pumped out immediately but I could be wrong.

I wouldn't use WD40. Use a real fogging oil. It vaporizes, and gets into the hiding places.

Regardless.... you need to get that engine running ASAP !! The longer you wait, the more damage there will be.

Yep, get it running ASAP!!

How did you determine water was causing a bog if you haven't run it?
