Selector valve - Good or bad?

Just rebuilt my 98 GTX Ltd. carbs with 2 Mikuni BN46I Carb Kits. Started it up in the driveway with water and ran great at about 2800 RPM. Took the seas out to the lake and put them in the water. Started up the 98 and it started great, idled around 1400 RPM, let it warm up and then hit the throttle. It took off with fanatastic throttle response. Rode around for 7 to 10 minutes and slowed down to let my wife catch up with her 97 GTS. Hit the throttle and it would not go over 2200 RPM and the "FUEL LOW: came on with the light but no beeps (My fuel bars disappeared also). While holding the throttle half way if caught and took of great again. Got up to 6500 RPM at about 52 MPH and let the throttle off again and it spit and choked again. Got over to shore to check the fuel tank I just filled up and it was still full. Tried to start it and it took a few cranks and started but could not get it over 2500 RPM. My wife came up to get ready to tow me back to the dock and again it caught and ran great for a couple of minutes then sputtered again.
After reading a few posts when I got home I thought I would take of the Selector Valve again to clean it. I had clean it 2 years ago when I replaced the Fuel Baffle with a new one and replaced all the grey lines with black fuel hoses.
My question - is that when I had taken off the Selector valve and cleaned it, I can put air to the bottom port and air will also come out of the middle and top ports at the same time and it does not matter what position the valve is in. I would assume that if it is in the ON positon there should not be any air coming out of the RES port and if it is in the off position the should not be any air coming out of the ON or RES Ports when I blow in the off port - Is my selector valve screwed??? I have read BILLS86E directions to repair the selctor valve but mine does not have the #2 philips screw.
Could this bad selector valve be causing my other issue and maybe also the "FUEL LOW" indication on my info guage??

The little rubber seal in the valve is gone. That could be plugging the system. Also... it could be allowing air into the fuel lines.

BUT... since you say the gauge is showing low... I'm going to assume that the float sank. Depending on your ski, it could be going into limp mode because if the low fuel.
