Seadoo GTI 720 Problems

I have several issues that might be related and need some help. I just purchased this ski used and the previous owner put in an sbt motor and carb last season. The first time I took it out I noticed the pisser was not functioning so took it off the water and checked it out. There was a fitting in the tuned pipe that had been JB welded but was leaking. Took off the pipe and had it welded properly. The pisser now functions when on the garden hose and only at very high rpm's on the water. I think there still may be an issue. The ski also has a dead spot in the throttle where it will not accelerate for some time but once past this speed and throttle position the ski picks up like a rocket and will run WOT with no issues. I just changed out the grey fuel lines with black fuel injection grade hose, checked the main filter, and cleaned and blew out the fuel selector valve. Took the ski out and still have the same issues. Pulled the plugs and they look wet (Gasoline). Could it be that not enough water is making it to the tuned pipe and that's killing throttle response? Should I take the carb off and rebuild even though its only a season old? Possible things to check out as far as the pisser? The ski also has a new wear ring.

if plugs are wet, either its getting too much fuel or not enough spark. carbs can go bad as soon as you put bad gas in boat so rather they were redone last week or last year, they are always suspect with performance issues
