rxp 215 jet jon build problem HELP

rebuilt engine
installed in boat
starts/runs
will not rev over 3000 rpms
bought candoo and reset codes no help
question is will it run on external fuel cell have pump set to 58psi
HELP HELP HELP about to put a bullet in it

DId it _have_ codes? Do you have the right key? Won't rev over 3K loaded or on land?

Yes codes erased all codes and it is on trailer the correct key it is in a jet Jon setup now so haven't been able to get in River doesn't matter if gauge is hooked up or not the only other code is fuel level and have a new sending unit on it's way going to zip tie it about 3/4 then I'll see what happens
