Has anyone heard of this happening? just seems like when I've gotten water in the engine compartment (forgot plugs etc), the same amount of water is sitting there. It doesn't go up....just doesn't empty out

Sure... the baler can plug up. That's why the little black boxes are held down with spring clips. Lift them out... clean them... and blow the hoses out with some air.
Also... make sure the tubes are in the nozzle end of the pump. If they are gone... it will force water in. SO... if one is in, and one is out... it will just circulate.

Thank you, I think I found my problem... carbon seal appears to be leaking when underway... I opened a new thread on it
