Rear Electrical Box Problems

My rear electrical box on 1996 Sea Doo Spx keeps blowing the fuses. What would cause this if there if nothing causing a circuit to to completed within the wires that I can see. Is there a way to test a the solenoid relay and the ignition coil to see if the problem is there? It is the 7.5 A fuse that keeps blowing as soon as power is connected.

The 7.5amp fuse is for the VTS, there's a two conductor red and black wires right above the battery. Unplug this connector and see if the 7.5amp fuse still blows. This is the power connection for the VTS.
