Please Help! 1995 Seadoo Speedster Jet Boat engine problem , not going in neutral

Hi everybody,
I have a 1995 Seadoo Speedster Jet Twin Engine Boat. The right engine starts and runs great, the left on needs around 4 -5 times trying with lots of throttling until it finally starts up with really low rpm.
I have the boat in Neutral when I start the engins but the boat starts turning in a circle when after the left engine is running also. It seams like the left engine won't go in neutral, but the right one is fine? What could be wrong with the engine??? Thanks for any help !

check cables going to reverse gates on back of hull as well as do a compression check on low rpm motor. could be fuel related or pump related or broken cable. lots of possibiliteis with the little info you provided
