Oil priming

Does. The oil tank need to be full to bleed the oil lines ? The reason I ask is when bleeding the oil line I noticed that the line coming out of the top of the tank isn't full with oil and while bleeding the lines I can't seem to get oil to flow into that line so I'm wondering if it's because the tank isn't full thanks for your time
 
What year and model seadoo? I'm assuming either the 717 motor or the 787 because those have the rotary valve with the oil return in the top of the tank.
 
No, you should be good to go. The top line is the "return" line, it will never fill and shouldn't.
