I have 2 1997 gti sea doo pwc they run fine but one ...under load in the water bogs down..but givin proper throttle..it takes off.. but no low end or top end power just mid range..not sure where to start..what are commom problems with rotax motors?

fuel lines have been replaced with black rubber fuel lines...new plugs runs ok with proper throttle input just cant ease into it hammer down or nothing

Sounds like it could be a fuel delivery problem. All filters clean? Don't know if your model has RAVE valves but if it does pull them, clean and inspect them for chipped bellows, missing o-ring etc.

no rave valves...it is fuel delivery problems..I had carb rebuilt..but maybe as i have read before bad gas ruins carbs...maybe it was bad gas..I ran super premium in them for a couple tanks, along with chemtool carb cleaner..cleaned plugs looked slightly oily..was hoping for easy fix since it does just fine on no load but under load it lacks power...compresstion test is next.

Compression #'s should help. It is very common for a ski to run great out of water but have no oomph in the water if the compression is low. Good compression should be 150 psi.

i just had to do a top end on mine, same thing fine on trailer no go in water. 150 is perfect but if you can hit between 130 to 140 with no more than 10 difference then you'll be ok
