Leaking oil seal- 1999 787

Hello everyone.
Friend took a 1999 GTX RFI to the dealer for a non start engine.
Dealer said he blew out oil and got it to start.
Dealer said an oil seal is letting oil leak into engine and not allowing starting.
I am assuming the rotax seal or center crank seal could let oil leak into the crankcase, but not into upper cylinders?
Is this a common thing? Is this possible? Would it be rotax seal or center crankshaft seals?
I can press apart cranks and assemble and align them.
Can the seals be replaced without removing engine?
 
Was this non-start after sitting through the winter or does it happen after sitting for a shorter period? On 2-stroke engines, whatever is in the crankcase is pushed to the upper cylinders, that is how they operate.

You are correct in thinking it is the seal for the rotary valve shaft. To replace the seal the motor has to be pulled and and the engine torn apart. I may be mistaken, but I believe the crank would have to be replaced. If this occurred while sitting over the winter, it will probably start just fine if it's run fairly regularly during the season. Once the season is over you could pinch off the oil line for the RV. That should keep it from happening again the following spring.

Questions like this were fairly common a few weeks ago when folks were getting their ski's out from hibernation.
