Should there be an air filter on my engine? There is a box that looks like an air filter on the carburetors, but it is just empty.
This is the first engine I have ever seen that does not at least have some foam to catch dust.

My merc 240 doesn't have one either. I was told the reason is that there is little chance of dusty conditions on water. And that the engine compartment is protected from "outside" air. I was confused too when I looked for it. Parts book doesn't show one.
