I need an ECM for a 2000 Islandia

I need an ECM for a 20oo Islandia mercury 240 , mine is dumping a ton of fuel in the starboard side of engine. I have replaced head temp sensor and throttle position sensor. It runs very rough and eats gas. Also does anyone know if when I get a ECM does it need to be programed when I get it( by a shop) or can I just slap it in.

Did you ever find a used ECM? I just picked up a 01 Islandia with a Merc. 240 that has a rod sticking out the side of the block and I'm not sure if I'm gonna fix it or part it out.
