How to get at the PTO carb filter?

All,

I am a newbie to the sport and love the idea of ripping across the lake. It is such a adrenaline rush. I have a 2000 GTX millennium addition and here is my problem. My machine is bogging down and I have decided to replaced the carb filters. I have replaced the filter on the MAG side without having to remove the carb itself. But for the life of me I can't figure out how to get the PTO carb off to get at the fuel plate.

Any help would be appreciated.
