How do I take the carb out?

Is it the bracket next to the filter must be unscrew?

I tried taking out the cover but the two clips inside is a pain

I unbolted them but its not really moving.

Take the cover off. There will be 6 bolts holding the airbox on. Once it's off... you will see 4 bolts going into the carbs. (2 if it's a single carb) and then the bolts on the bracket. Once that's all off... then there will be 2 bolts in each carb, plus the cables, and fuel hoses.

I took the carb out and cleaned it. When I put it back, I am having difficulty with the spring assembly of the throttle.

I look at the manual and it show there are more parts than what I have. The http://www.seadoopartshouse.net shows the exact number of parts I have.

Anyways, I noticed there is a scribe mark on the pump. Is that where the longer pin sits and the shorter pin sits on the arm (not sure the location for the short).
