How about no performance.. Cannot get any higher than 3000 RPM

2007 seadoo gti 4 tec, (40 hours) on the trailer it runs fine starts and I can get it up to 7000+ RPM. problem starts in the water. It starts fine. I go to move and it moves at approximately 3000 RPM and that is it or running around 17 MPH..
Injectors are good spark plugs are good. Nothing in the intake around the impeller or on the back side of it.
It appears to be in limp home mode (as it fits the parameters) but there are no indications that anythng is wrong.
ANY THOUGHTS ?????

Check the compression.

I haven't seen it yet in a 4-tec, but that's exactly what happens when the compression goes low in a 2-stroke.
