Help With Throttle Shaft Screws for Throttle Valve

Good Afternoon,
I finally got my Throttle Shaft loose so it snaps back and moves freely. It was stuck wide open when I bought the Challenger. It took me a while to figure out how to get the screws out. I didn't know they were peened. Now I know. I have a friend drilling the rest of the screw out for me. Before I make a costly mistake, I need your help. I dont know how to peen a screw. I am familiar with Loctite, but I've heard it's not good enough. I don't want to bend the shaft. Already made that mistake. What screw should I use and how do I properly secure the throttle valve?

There isn't a good way to do it.

If you notch the rear of the screw... then when you peen it... it will spread easier. When I pull the screws... I put them back in with green thread locker. It's a wicking type... and it use for shaft locking. Be warned... it's like superglue for metal, so do not put it on the screw first. Put the screws in... make sure the butterfly is centered... then put some of the green locker on. It will wick into the threads, and lock. Then... you can peen it. (use a bucking block on the head side)
