Flashlight on a PWC

This is a bit of a follow up to an old post of mine found here: http://www.seadooforum.com/showthread.php?8014-Do-I-need-a-paddle-on-board

This time I'm wondering about the flashlight! There seems to be conflicting information on the Transport Canada Website, and we get numerous OPP patrols in our lake.

First, take a look here: http://www.tc.gc.ca/eng/marinesafety/debs-obs-resources-publications-pwc-menu-2262.htm - this makes it sound like you need a flashlight.

Now, look at page 24 of the Safe Boating Guide, found here: http://www.tc.gc.ca/Publications/en/TP511/PDF/HR/TP511E.pdf - you will see in the PWC chart, that as long as you are wearing your PFD, you don't need equipment listed in 2,3,4,5,6 and 11, which means I can leave the 15m line, the re-boarding device, the flashlight, the paddle, the bailer and the fire extinguisher at home.

I understand that its good practice to have all this stuff (and I do - except the paddle) but I know the OPP have fined friends whose flashlight doesn't work because the batteries were dead. I'd like to tell the OPP that I don't even need it because I'm wearing my PFD.

As an aside, has anyone ever ridden with all the stuff listed, and not worn the PFD and been stopped? Now I'm not recommending this, but sometimes a 9km/hr cruise down a river would be nice without the PFD on! According to this information, that would be perfectly legal. Maybe not real smart, but legal.

We are up in Muskoka.

I would assume the website version is more up to date even though there is no mention of the 'version #'
If it's any consolation, I just did the boat smart exam and all of the training documentation shows that a PWC requires a flashlight.
 
You shouldn't be out at night anyway but the flashlight is real handy if you have to dig around inside the hull daytime or not.
