Cable running from stator/oil pump to intake

I had to rebuild the engine on a 951 and when i pulled it apart i noticed that the cable that runs from the intake to stator plate was not connected. I was just wondering what this cable does?
 
That controls how much oil your engine gets. With it disconnected, the spring should hold it open to max oil. (but it doesn't always)
 
Can I take the spring off??

If you are converting to pre-mix... then remove the entire pump.

If you want to use the pump... you need to hook up the cable, and set it up properly, or you will cook your new engine.

Full oil is about 40:1, and oil at idle is around 100:1. (to cut smoke)
 
So i blocked of the pump and the intake holes.. toook it out to break in exactly how this forum recomends. It was backfiring alot and then it just died about ten minutes into puttering around the marina.. did the compression check cause i feared i blew the pistons again, but they were still right around 135. It turns over and sorta sputters. Any ideas?
Also it seemed alot hotter than normal. maybe the water was not flowing through it to cool it ??
