After carb rebuild runaway throttle

Hi all,
First off this site is the best.

Here is some history.
I have an issue with a 1996 GTI.
Last year I found the engine compartment full of water (son did not put seat on right) it had been sitting on the trailer for some time.
I purged all the water, cleaned everything.
Pulled the gas tank and cleaned, replaced all fuels lines (it had the Tempco lines).
I just rebuilt the carbs (first time) and now am trying to tune them.
Here is my issue, when I pop the throttle it kind of runs away like something is sticking.
It will idle fine although a little rough (still working on that) but when you really goose it, it runs away.

I need you guys to give me some insight please.

This doo has been out of service for almost 2 years and I am so close to getting her back on the water.

Sounds like the throttle is sticking. Are you sure the cable has enough slack? Are you sure the carb butterfly is closing every time and not sticking? I would say air leak but you say it will idle fine until you touch the throttle so an air leak might not be the case this time. Check the oil pump cable and pump arm. If they are sticking or routed wrong it could cause the carb to stick I guess?

When it had water in it did that water get into the engine or just the hull.
 
Just the hull but I treated the engine as if it had water in it.
I will check the things you mentioned.
I had messed with the jam nut on the rear carb cable.

Sorry it took so long to to update this thread.
The problem was I was on the hose and there was not enough load.
Once in the lake it did not run away.
Now I just have to get the carb adjusted.
It runs pretty good except for a little bog coming from a dead stop if you kind of feather the throttle a little bit it seems fine.
I think they call that loading up (the bogging that is).

I have been adjusting the low speed screws trying to get it right.
