ADJUSTING TPS

I know this may sound dumb but, would someone please explain what "holding the throttle shaft in the closed position" means? I have a new TPS coming this Friday. Thank you.

Below is a copy/paste from the manual.

Turn key to the “ON” position.
Loosen screws securing TPS to manifold.
Loosen Two (2) Screws and Rotate TPS
Rotate TPS fully clockwise (holding throttle shaft in closed position). Start to rotate TPS
counterclockwise until a reading between .200 - .300 volts is achieved.

It's just to make sure that the links are fully seated in the "Idle" position. The TPS is spring loaded, and they don't want the throttle being pushed open slightly while adjusting the TPS.
 
Thank you. Is the throttle shaft spring loaded also? If so just to clarify, I make sure to engage the sensor and the shaft while the shaft is at it's resting position (closed)? As you probably already know the sensor engages the shaft with a slot.
