99 XPL starter turns but motor does not turn over. bad bendix??

this is on my 98 sea doo xpl.

The starter is turning but the motor is not. I am guessing starter gear(bendix) but would like someon to confirm. If it could be anything else please let me know.

Also I am trying to get the cover off so access the starter gear and cannot get to the bottom bolt. Anyone have some suggestions? I tried a u joint but I do not have the clearance.

no need to pull front cover. if starter is turning and engine is not, definitely the starer or flywheel teeth are gone but 99.9% of the time, its the starter. can u turn motor by hand via PTO??
