97 sea doo gtx engine not turning

Hello everyone, I just bought a used sea doo and was wondering if my engine drive shaft should turn easy by hand cause its not. Well it turnes about a 1/4 inch side to side and thats it. Ive tried pb blaster in the spark plug holes for two days now and nothing has changed. Just seeing if there are any other methods i should try. Any help would be appreciated thanks

Could be the jet pump. Have you made sure there’s nothing in the impeller.

Also the impeller is hard to pull out, should it be?

Remove the spark,plugs,,,can you rotate the pto/crank easily?,,,if not,,remove the pump,,,can you rotate the crank smoothly,,,if yes,,,you no doubt have a locked pump,,,and visa versa,,,if you can spin the prop,,,then no doubt you can't spin the crank.
