97 GSX steering locked

My new to me 97 GSX had a locked steering wheel. Initially, I thought it was a bad cable. Wrong. After disassembling the steering, I found a white substance that had dried inside the housing and around the shaft where the cable connection resides. It looks like some sort of lithium type grease, but the shop manual mentions nothing about a lubricant and I can’t find anything online. Does anyone have any experience with this? I only want to reassemble this baby once! TIA

I use Seadoo XPS Synthetic grease.
