96 xp , no fuel in filter

Like any new 2 stroke (especially a Seadoo) you need to 100% go thru the entire fuel system and replace the fuel lines, selector valve, fuel strainer and rebuild the carbs. Anything short of that any you will be sitting dockside in a short bit. Only thing I would do is put a little premixed gas down the spark plug holes and see if it fires. If it does, start investing in the fuel system rebuild. I'm sure others will chime in. Welcome to the best Seadoo forum out there.
 
When you remove the carbs for a rebuild, replace the little 3/32" diameter oil lines from the pump to the manifold, you can get the lines at a local lawnmower repair shop, should be the same as a string trimmer fuel line. You can re-attach new ones with small cable ties. Also replace the inline oil filter from the oil tank. If you're uncertain what oil was being used completely drain the oil tank and refill with an APC-TI rated oil that is synthetic for your engine. Also while the carbs are off and your emptying the oil tank you can disconnect the rotary valve oil supply line and drain as much as you can so the 2 different oils don't mix and congeal.
 
In addition to what racer said a common thing to be overlooked is the pulse line from engine block to fuel pump. After all these years the line tends to harden up and leak where the clamps reside; worst case would be no fuel pump, next worst case would be reduced fuel pressure. Easy fix is to replace the pulse line and clamps.

leaking boot , pto drive shaft to propulsion ,,,, 96 xp bombardiers got parts ..
