96 seadoo xp

one of my seadoo runs at have speed when the trigger is all the way down this does run in spurts and sometimes it will keep slowing down and there is a topping out limit being at full throttle reving and its only moving 20 mph. i have checked and changed the spark plugs many times

So it is reving to max RPMs and still going no where?

Sounds like it may be a problem with impeller. VIsually inspect it to make sure it isn't damaged.
