'96 gtx won't rev past 3000 rpms in water

Have a '96 sea doo gtx that i am re-doing. Put a set of oem pistons on it. Compression on both cylinders is around 130-135. I had it running good out of the water on the trailer and it would rev up fine but once it is in the water it won't rev past 3000 and is hard to start as well. On the trailer it starts up nice and easy. I did put new fuel lines all around and had the carbs cleaned. I am running pre-mix in it.


Checked the rev limiter and unplugged it..that didn't seem to work.


Any ideas????

I am on a '97, but everything I had read on here so far says that compression it too low and most have recommended at least a top-end built at that point.
 
If the compression's are above 120 and within 10% of each other then the motor is fine more than likely. I'd keep testing, put a timing light on both plug wires, Are the plugs wet or dry, etc. Look in the intake grate and jet for giggles and kicks.
 
That's pretty low compression for a fresh rebuild. You said you put a set of OEM pistons, did you check the cylinders for wear before you installed the new pistons?
