96 GSX bogging fouled plugs

We have a 96 GSX that runs great for about 45 minutes before it begins to intermittently start bogging down and even flat out quitting at times. When it does quit everything goes blank. It always starts right back up and runs fine at lower throttle but continues to intermittently bog down. It looks like new and only has a total of 34 hours on it. It has obviously sat for a number of years. It has the original battery in it. Fuel stabilizer always added for storage. The low fuel light is on all the time for some reason even when the tank is full. When I pull the plugs they are usually wet and have what I assume is carbon deposit on them even after only 45min to an hour of riding. It does seem like it will run better if you let it sit for 10 or 15 minutes before riding it again after the initial intermittent bogging. Any ideas would be appreciated.
 
You might have a water leak in the exhaust manifold. Might be worth the effort to remove the exhaust pipe from the top of the engine and inspect for cracks.

And also, the usual external fuel filter and carb inner fuel filters should be checked/rebuilt/replaced. A quick fix might be to take off the fuel selector valve and clean it out.
