95 Speedster Idles low

I am quite new to any of this but I purchased a 95 speedster with a blown engine and did a complete rebuild by myself.
Now today I finally got the engine back in the boat and running, though it doesn't seem to idle to smooth.
The old engine which works fine idles around 2500 where as my rebuilt one only idles around 1000 if not lower at times.
This is all out of the water too.
So I am wondering what could be wrong or do I just need to adjust the idle?

Probably just need to adjust the idle.

When you put it back together, did you check the ignition timing? Low timing will cause low RPM's.

If by ignition timing you mean the rotary valve, I did time that properly. Otherwise how would I go about adjusting the idle?
