94 xp will only idle, loads up when opening throttle

Here's the scenerio,

A buddy was riding the ski and fell off. He finally gave up trying to get back on in open water so he swam it in. I tried to start it but it was really flooded. Then it had a huge backfire in the engine compartment, like an explosion, so we put it on the trailer. Looke everything over at home and it looked ok so we went back out the next day. It fired at home on the trailer and idled, free rev'd, all seemed good. Put it in the water and started it, climbed on and idled out past trhe bouys. As soon as I hit the throttle it would just load up. With the throttle wide open I turned the fuel switch to off (while it is still loaded up) and just as the carbs run out of fuel the motor cleans out and screams for about 50-100 feet then it out of gas. I could do the same routine all day.

So I assume when it backfired it blew out something in the carbs that allows fuel to just dump in when the throttle is cracked.

What should I do first?
