92 sp hard starting

A friend of mine gave me a 92 sp with a 580 engine. He rebuilt the engine. since then it has like 5or6 hours on it and it sat for three years. Here is the issue, I got it running but it's really hard to get started, cold or hot. It cranks, fires dies, cranks fire dies, and then it will all the sudden start. once it is started it will run all day, but if you shut it off for more than a minute it is real hard to get started. Now when he rebuilt it he replaced the rotary valve with 159 degree valve, the engine is bored and it has a aftermarket air cleaner on it. Is this possible causing the issue? And what is the stock rotary valve for this engine? I have never had a rotary engine before so this is all new to me. Thanks.
Oh, by the way, I checked compression and it is 150 psi in both cylinders.
