2018 & 2019 GTX different top RPM and learning key speeds

I just bought a used 2018 GTX LTD and a 2019 GTX. It seems the 2018 is faster. After looking into it, the 2018 gets to about 8100 RPMs and the 2019 gets up to about 7800 RPMs. The max speed (or RPM haven't verified yet) of the 2019 is much lower than the 2018 as well with the learning key. Does anyone know why this is or is there is another issue I am missing?

Are they the same hp?

8100 is normal, 7800 is not. Most likely a pump/impeller/wear ring problem.
