2007 speedster 200 found where water is coming in. How do I fix it.

I did a water test last week and saw that the water was coming into the engine compartment only when we were under way. It seems like it is coming from the fitting that is attached to the scupper valve. Does anyone know where this hose goes or what it's for? It's a bear to reach and I think it is more than just a silicone seal fix.

the scubber is the outlet for the deck drain. usually it the valve inside jammed with debri or if the silcone remove the valve resilcone, manuals are helpful....
search this site for scubber valves, there has been various problems solved here.
