2007 Sea-Doo GTI won't go full throttle at first

Last year I picked up two 2007 Sea-Doo GTI's. One doesn't have any issue going full speed right away. The other one won't go full speed for the first 10 minutes. I've consistently been able to get past the issue by running it at full throttle until it gets past the problem. It will max out around 5500 RPM's for a few minutes, then occasionally it will start to spurt up over 7000 RPM and then drop back to 5500 RPM. It jolts back and forth between 5000 and 7000 for about 5 minutes and then finally it stays constant above 7000 RPM. Once the issue clears out, it won't have any problem getting up to full speed the rest of the day.

This past weekend I took it out and tested to see if would clear out without going full throttle. After about an hour it was still maxing out around 5500 RPM, then I went full throttle for about 10 minutes and it finally cleared out.
