2003 gtx

I have a 2003 gtx vtec 4 stroke that sounds great on the ramp. Revs nicely (8500) rpms. However once i put it in the water it makes a loud sort of high pitched sound and only reaches 4500 rpms and tops out at 30 mph. Any suggestions? Thanks
