2003 GTX Supercharge: No Start. 7.5v from one fuse, No battery, solenoid

I have a 2003 GTX Supercharge. I was out riding and when I shut off the ski, it wouldn't restart. I thought it was a dead battery or a faulty start switch on the handlebars. I replaced the start switch, the starter solenoid and the battery is new and charged.

- The battery shows 12 volts
- I can jump the solenoid and it will start. (I put a new one in)
- There are two 30 amp fuses coming of the solenoid (one has 12 volts and the other only 7.5 volts) I am thinking this could be the problem. The fuse looks good. (should I just get a new fuse)

Here is a photo showing the 2 fuses I am talking about.
What do these fuses do?

New and charged battery should show 14 volts, unless you are using an indicator.
Check both sources on the two fuses. Then switch and check the voltage. If the fuse is bad, it could be acting like a resistor.
Could be corrosion under the fuse that is making the voltage drop most likely.

I put a multimeter on the battery and it said 12 volts. Maybe you are right I need 12 volts. I have another battery I can swap out. I will also replace the dudes
