2003 Challenger X-20 Optimax 250 DFI on M2 pump Overheating

I have a 2003 Challenger X-20 with the Optimax 250 DFI 2-stroke on a M2 jetpump.
As soon as I drop it in the water and turn it on it gives me 4 short beeps.
I can run it for a bit at about 1/2 power and then it gives me the continuous beep and turns me down to circulation mode only.
Things I have tried:
1) Flush the cooling system with a garden hose for 10+ minutes
2) Flush the cooling system at the tell-tale with an air hose at 60psi
3) Made sure the tell-tale puts out water even when running from a garden hose
4) Made sure the garden hose inlet puts out reverse pressure when the motor is running in the water
5) Checked my port and starboard temp sensors when the motor is not running to see that they are showing the correct resistance (although i only checked at 70F and not when the engine is "overheating")
6) Disconnected the port and starboard temperature sensor (the system should default to 23F in this case) while the motor was running
None of these things have yielded a change.
Please suggest anything you can. That or make me an offer on this boat. (j/k... not really)
