2002 SeaDoo GTX 4-Tech Idle fluctuates

Have a 2002 SeaDoo GTX, NON Supercharger, first year for the FI 4-Tech. Just serviced it, oil and filter and NGK spark plugs. The idle fluctuates 2500 RPMs to 3500 RPMs. Up and down as it is running on the hose. I've read that it could be a coil, TPS, TB air leak. Could it be anything else? Is there a way to narrow it down to find out what the cause is?

What's it do in the water? Have you or someone recently changed the throttle position sensor or body? (it needs to be reset with BUDS if so).

Otherwise you're on the right track with what you've read aside from a coil related issue, it can't cause a _low_ fluctuating idle due to missing.
 
Assuming it was running correctly before you changed the oil could you have overfilled the oil quantity. Maybe try the old plugs also.
 
Have not changed and/or tampered with the TPS. Replaced the spark plugs with NGKs recommended by SeaDoo. Oil level is between the bent marks on the dip stick.
 
Most likely it is your idle bypass valve but could be mpem or ecu, or a couple other things.
