2002 GTX 5A fuse MPEM or ECM

Hi all. I have a 2002 GTX that gives one long beep when the key is plugged in. Bottom right 5A fuse on the MPEM keeps blowing. Dealer says it needs a new MPEM but I have seen posts that state it could be the ECM. Parts are no longer available through the dealer so it looks like I am on my own. Any thoughts?

How does the dealer know it's the MPEM? What continuity and wire resistance checks did they perform? It could be a short in a wire, the D.E.S.S. aux module, or the ECU. The fuse you are referring to is the EMS start/Stop Circuit.
