2001 xp possible vacuum leak?

i was wondering if this could be a possible vacuum leak problem on my 01 951 xp with the rave valves? the motor has a fresh rebuild with strong compression it runs strong off the start and tops out at 45-50. but around 30 mph itll bog down for a second and take a sec to break it up to get passed 30. when i took the rave valves off and cleaned them i checked to see if the valves had a leak by having them compressed down and holding closed the outlet port and the valve would not stay down it would move up very slowly. i ordered a rebuild kit for the rave valves do you think this could be my problem for not hitting higher speeds and it having trouble getting past 30 mph sometimes becasue it doesnt happen all the time its intermittent?
 
jet pump is fine just put a new wear ring in, in the winter, impeller looks good and did the jet pump oil.
 
Plugs are good and wot at 47 mph is around 6500 I'll have I double check that today but is the water regulator in the back on the exhaust and I thought oh should not adjust that? And how would I check the rave solenoid bc it seems to be working and no tears in any lines
 
WOT on mine is 60-64 and 7,000 RPM. it is the RAVE looking thing on the muffler, take it apart and make sure it's in good shape.
 
Ok yeah I'm gonna rebuild the rave valves tomorow once parts come in and il check out the water regulator the red piece should be flush with the cap right ?
