2001 Seadoo XP not reaching max rpm

My machine is a 2001 Seadoo XP 951 motor and about 75 hours on it total. So I have searched through a lot of previous threads and as far as I can tell there is no answer to this question. My ski runs great, starts right up idles good, crack open the throttle and its very responsive. But the problem is the max rpm is only about 6300-6500, where it should be close to the 7000 mark, right? When I am going wide open on the lake I can pull the throttle cable, with the lever wide open and stretch the cable a bit more, and get the rpms to get close to the 7000 range. So that means the cable needs to be adjusted right? If this is the case how do I adjust it? Any help as I am new to this machine and this site would be nice. Thanks
 
Yep... you just aren't pulling the carb open all the way.

Basically... have someone squeeze the throttle open, and then adjust the cable, at the carbs (2 nuts) until the arm is JUST OFF the stop. If you adjust it too the stop... you will wind up breaking the cable.

Thanks for the help, next question... I found a broken bolt from the big black pipe, its one of the 4 that connect the engine to the muffler. If I am going to replace the single broken one is it worth to replace the other 3? And on reassembly loctite is for sure and what are the torque specs? I plan on ordering a - Clymer Sea-Doo Personal Watercraft Shop Manual, 1997-2001 - as well for the future references...
 
Use a zip tie to hold the throttle open so you don't need a helper.

one of the bolts is actually a 'nut'. To do it correctly you'd remove all of them and redo them in the order from the manual, but if it were me, I'd most likely just replace the broken one. make sure it's stainless!
 
Also clean the RAVES, check for their correct operation, including air hoses, the solenoid, the water regulator, check your impeller / wear ring, check the RAVE 1 way valve operation, check plugs.
