2001 GTI 717 seized

Just purchased a 2001 GTI from a guy here in Okinawa Japan the motor was seized up and I'm currently rebuilding it. My question is he swapped out the Stock Airbox and put a K&N on it but didn't touch the Carb; would that have caused it to seiz up from running to lean? Also once I rebuilt the top end what do I need to do to the Carb since I want to keep the K&N on it but not worry about running lean any more? Any Help would be greatly appreciated. And since I'm stationed here in Okinawa any word on where I might be able to find shops back in the states that that ship parts to APO address?

There is a good chance that it could have cause the engine to give out. The aftermarket filters almost always need the pop-off to be lowered to make them run right.

Personally... if you aren't doing any other modifications to the engine, and are just using it for recreation... I would recommend putting on a stock air box. They protect the engine better from water ingestion, and they are not a limiting factor on that engine. So... the K&N filters do not add any extra power to your engine, on their own. They only support other mods like a tuned pipe, and higher RPM's.
 
What would be your suggestion on going about lowering the pop-off? Not too familiar with the Carb set up on this motor. the guy got rid of the factory air box and being here on Okinawa don't really see alot of spare Sea Doo parts floating around. Any help would be greatly appreciated.
