1997 seadoo GSX revving problem

i have 2 sea doo GSX skis 787 one runs great the other is junk
the big question its not revving past 4000 rpm and its spraying gas out of both carbs what i know that the computer and carbs are good cause i put them on the other gsx that runs and they work fine theres new fuel lines rave valves are clean plugs are new rotary valve in timing compression is good has new carb and intake gaskets
so anybody thats got any ideal let me know

check rev limiter and pump/drivetrain. does ski not go above 4500 w/ pump off?

What's the rev limiter look like and where's it at
the motor idel find like there nothing wrong with the motor I can spin the motor over by the driveshaft with the plugs out so I don't think it's the jet but if I need to take the jet off to see I will let me know what u think

carbs are good too? plugs good too? does it crank slowly when starting? Rev limiter built into MPEM/CPU. what is compression
