1996 Challenger Throttle wont unlock

I recently bought a 1996 challenger and been breaking in a fresh top end rebuild. Today I go out to take it on the lake put it in gear ( F ) and the throttle is staying locked and only moves about a quarter inch. I have no idea what cause this to start happening would it happen if a plug was starting to foul from running a high oil mixture at the moment? Any ideas would help.

There is a Neutral safety in the throttle lever unit. Lift it out of the hull, and make sure everything is lubed, and working.
