1989 Sea Doo 580 starter problems...Help Please?

The starter on my Sea Doo spins but does not always engage when trying to start it. Could it be a bad solenoid, or is there a problem with the starter itself.

How old is the starter? If oem just change it.Go on line to E bay you can get a starter for $75 rebuilt and the solenoid is $40.00 at the dealer or check on line.
