06 challenger not getting water to inter cooler with garden hose

Does the boat have to be in water to get water to the inter cooler? I hooked garden hose to back of boat with hose off inter cooler and didn't get water. Trying to figure why my exhaust manifold is hot,no water going through with garden hose.
Should I put boat in water to see if pump will push water to the intercooler?

Should I be able to blow through hose from water cooler to front bottom of exhaust.My cheeks are tingling.Makes me think manifold is blocked?

Ok ,my exhaust manifold is clogged ,top hose going to j pipe I see salt.Water ran out of bottom hose.
All this tells me the flush never goes to intercooler/manifold .

I put a 3/4" auto motive coolant flush T from pump hose to intercooler on.Now it will get a proper flush with salt terminator.Before there was only a T going to J pipe for flushing.Geez
