spx 1999 starter crank

I have a 1999 seadoo SPX and i'm trying to get it ready for the summer. When I went to start it up for the first time it won't turnover. I checked my battery, replaced my starter solenoid, and checked the voltage on all my lines. When there are no spark plugs in (i.e. no compression) it turns...
