If I could get some help on my original post that would be greatly appreciated

Was getting my boat ready for the season and noticed that a clip was on the ground and the aluminum piece was missing the Cater pin was not holding in place. I was wondering if anyone knows we’re the clip goes? I’m pretty sure that it helps hold that piece in I just don’t know where any help...
