I have the same boat. My current carb settings are HS in fully, LS out 1 1/4. Here are pics from the service manual. You can adjust HS 0-1/4 out and LS 1- 1 1/4 out... hope this helps.

Zooming in, it looks ripped. I would replace it.

That is the PTO boot. I can't tell if it ripped from the pic, but at a minimum, that zip tie needs to be replaced if the boot is intact. It needs to be sealed around the PTO and driveshaft to keep the grease in. Fill it with synthetic grease until it just moves.

Forgot to add that I reset the low speed screws and opened to 1 full turn. High speed still fully in.

Everything already stated and add zip ties. Nice and light, don't take up any room and have 1,000,001 uses. A multitool is handy also.
