    I have the same boat. My current carb settings are HS in fully, LS out 1 1/4. Here are pics from the service manual. You can adjust HS 0-1/4 out and LS 1- 1 1/4 out... hope this helps.

    That is the PTO boot. I can't tell if it ripped from the pic, but at a minimum, that zip tie needs to be replaced if the boot is intact. It needs to be sealed around the PTO and driveshaft to keep the grease in. Fill it with synthetic grease until it just moves.
